Credibility of test reports rests on a laboratory’s compliance credentials.
Data generated without valid credentials cannot be accepted for certification.
Clarify foundational standards for qualifications to mitigate risks in certification and customs clearance.
Fundamentals: Laboratory General ISO 17025 Accreditation Framework
Unified Remark: CNAS, CMA, NVLAP and A2LA perform laboratory assessments based on ISO 17025. Differences lie in issuers, legal validity and mutual recognition coverage.
① CMA – China Metrology Accreditation
Statutory Attribute: Mandatory qualification for mainland China, issued by market authorities.
Validity Boundary: Reports are admissible for domestic enforcement and litigation. No international mutual recognition; overseas certification bodies have no mandatory acceptance.
Applicable Scenarios: Domestic sampling, quality dispute judgment, CCC-associated testing.
② CNAS – China National Accreditation Service for Conformity Assessment
Framework Basis: ISO 17025, signatory to ILAC-MRA Mutual Recognition Arrangement
Validity Boundary: No mandatory statutory requirement within mainland China.
Applicable Scenarios: Reports are mutually recognized by laboratories across numerous countries. Accepted by FCC, ACMA and EU Notified Bodies.
③ NVLAP – National Voluntary Laboratory Accreditation Program (U.S. NIST)
Framework Basis: ISO 17025, ILAC mutual recognition
Recognized By: Primary accreditation credential for the US FCC scheme; widely accepted for RF testing reports in North America.
④ A2LA – American Association for Laboratory Accreditation
Framework Basis: ISO 17025, ILAC-MRA signatory
Validity Boundary: Non-profit third-party accreditation
Applicable Scenarios: Equivalent to NVLAP, accepted by North American regulators including FCC and ISED.
II. National Issuing Bodies & Globally Recognized Safety Scheme Institutions
① CQC – China Quality Certification Centre
Scope of Functions: Mandatory CCC certification issuing body for China. Holding IECEE CBTL accreditation, it can issue CB reports for global conversion of safety certifications.
② CBTL – IECEE CB Testing Laboratory
Scheme Affiliation: IEC IECEE CB Mutual Recognition System
Validity Boundary: Limited to electrical safety testing. CB reports may be converted into national safety certificates in 50+ member economies; RF and EMC compliance are not covered.
③ KTC – Korea Testing Certification
Supporting Accreditations: KOLAS, CBTL
Applicable Coverage: Testing and certification for Korean KC safety & EMC requirements; supports compliance registration for wireless electronics in South Korea.
④ SAA (Australian & New Zealand Standard Scheme)
Concept Clarification: It generally refers to AS/NZS electrical safety certificates. Serving as a prerequisite safety component for the RCM mark, it is NOT a laboratory accreditation credential.
III. Specialized Authorized Credentials for Wireless Segments
① BQTF – Bluetooth SIG Qualified Test Facility
Authorizing Body: Bluetooth SIG
Core Boundary: Only laboratories with BQTF accreditation may issue test reports for Bluetooth protocol and RF conformance to obtain BQB certification. Reports from non-BQTF labs do not authorize legal use of the Bluetooth trademark.
② Supplementary Note on MiCOM Labs (Integrated Certification Body)
Credential Portfolio: A2LA ISO 17025 & ISO 17065 accredited; holds authorization as FCC TCB, EU RED Notified Body, and Japan RCB.
Objective Remark: A one-stop testing and certification provider. Its test reports and certificates are recognized by regulators in North America, the EU and Japan. Included merely as an example of institutional qualification types, without ranking or preference.
IV. Neutral Clarifications
Distinction of commonly confused industry concepts (objective statement, no disparagement of any institution)
① CMA ≠ CNAS: CMA is a mandatory statutory qualification for mainland China, oriented toward domestic supervision. CNAS focuses on international mutual recognition. The two are not interchangeable.
② NVLAP vs A2LA: Two equivalent ISO 17025 accreditation schemes in North America. Both are accepted by the FCC with no priority ranking. Enterprises may select either based on project demands.
③ CBTL ≠ BQTF: CBTL covers electrical safety, while BQTF applies exclusively to Bluetooth wireless protocol and RF testing. Their applicable scenarios are entirely separate and cannot be used interchangeably.
